Government Dismisses Circulating ‘Breaking Barriers Initiative’ Document as Fake

The Minister of Justice, Legal and Parliamentary Affairs, Hon. Ziyambi Ziyambi, has dismissed as false and misleading a document circulating on social media purporting to outline Government and ZANU PF’s official position on proposed constitutional amendments.

In a statement issued today , Minister Ziyambi said the document, titled “Breaking Barriers Initiative,” which has been widely shared online and referenced in a purported dossier allegedly submitted to the ZANU PF presidium, does not represent the official stance of either the ruling party or the Government of Zimbabwe.

“It has come to my attention that a document entitled ‘Breaking Barriers Initiative’ bearing no named author and allegedly referenced in a purported dossier recently submitted to the presidium of the governing party is being disseminated widely across social media.

Such dissemination is accompanied by unsubstantiated, unverified, and uncorroborated assertions that the document constitutes an authentic representation of the official stance of ZANU PF and the Government,’’ Minister Ziyambi added.

The Minister clarified that while various submissions and proposals for implementing Resolution Number 1, adopted by the ruling party in October 2024, have been received from legal practitioners, experts, and scholars, no official decision has been made to adopt or advance any of them.

“My office is not able to comment on or verify the authenticity of the circulating document, which may, in all likelihood, be spurious, fabricated, or manipulated particularly in light of the dubious source of its disclosure,” Ziyambi said.

He emphasized that the Government remains committed to a transparent and lawful process regarding any future constitutional amendments and that the public will be fully informed once formal determinations are made.

“Once the relevant authorities make a decision on the precise amendments to be made and the process for their enactment into law, the public will be appropriately and transparently informed,” he stated.

Minister Ziyambi urged citizens to disregard the circulating document and avoid spreading misinformation that undermines public confidence and national interest.

“Any fascination or preoccupation with a document reportedly leaked from dubious sources and lacking a named author is a total waste of time and an unfortunate disservice to the national interest,” he said.

The Minister concluded by advising the public to be guided accordingly.
