Second Republic ramps up digital Governance drive

The Second Republic is intensifying its efforts to modernise and strengthen the performance of state-owned enterprises through a comprehensive digitisation drive aimed at boosting efficiency, accountability and service delivery. This renewed push is anchored on the rollout of the Corporate Governance Unit (CGU) Management Information System, which officially brought together stakeholders in Harare yesterday.

The CGU system marks a major step toward transforming public sector corporate governance by providing an integrated digital platform for monitoring, reporting and decision-making. Stakeholders at the launch expressed confidence that the system will streamline operations across public entities and enhance service responsiveness to citizens and investors alike.

Speaking at the launch, ZBC Company Secretary, Patricia Muchengwa, highlighted the system’s potential to rebuild public trust and strengthen business confidence.

“As the end users, we are optimistic the new development will enhance our services while creating a systematic approach that serves the needs of the public, thereby creating renewed business confidence in the way we run or conduct our businesses,” she said.

Her remarks were echoed by Oliver Chirongoma, Company Secretary for CMED, who underscored the importance of modern information flows in improving service delivery.

“It is a noble idea coming at a time when service delivery is the driver of efficiency, so we anticipate the system to ensure smooth flow of information for the benefit of the end users,” he noted.

Government officials also commended public entities for embracing ongoing reforms aimed at reducing financial dependency on the Treasury while improving operational efficiency. Secretary of the CGU in the Office of the President and Cabinet, Allen Choruma described the rollout as a milestone in modern governance.

“What we are seeing today is a historic event that dovetails with the need to enhance service delivery for the benefit of the citizenry, thereby creating efficiency as public sector utilities play an important role in socio-economic development,” he said.

Experts agree that well-governed public entities are central to national progress, providing essential services including health, education, infrastructure, transport and energy. The digitisation agenda is therefore expected to strengthen institutional performance, enhance transparency and position public utilities as catalysts for sustainable socio-economic transformation under the Second Republic.
