BAZ cracks down on unlicensed broadcasting

The Broadcasting Authority of Zimbabwe (BAZ) has issued a stern warning over the rising use of illegal decoders and unlicensed broadcasting services, describing the practice as a serious threat to the country’s broadcasting industry.

In a statement released yesterday, BAZ Acting Chief Executive Officer, Engineer Matthias Chakanyuka, said the authority is deeply concerned by the continued influx and use of unapproved decoders that grant access to unlawful broadcasting services.

“The illegal provision of broadcasting services is a blatant violation of Zimbabwean law and undermines the integrity and sustainability of the broadcasting sector,” Chakanyuka said.

The authority identified devices such as OVHD, StarSat, DigiSat, Mediasat, Senator and similar decoders as being commonly linked to unlicensed broadcasting, including services that offer pirated content through illegal subscription models.

Chakanyuka emphasized that Zimbabwe’s broadcasting laws are clear, noting that no individual or entity is permitted to provide broadcasting services without a valid licence.

“In terms of Section 7(1) of the Broadcasting Services Act, no person shall provide a broadcasting service without a licence. This requirement applies to everyone involved in the provision, facilitation, or distribution of broadcasting services,” he said.

He also reminded suppliers of set-top boxes that they are legally required to undergo type approval and registration with the Authority, warning that non-compliance constitutes a criminal offence.

“The distribution, sale, and use of decoders that facilitate unlicensed broadcasting is unlawful, and the Authority will not hesitate to investigate and prosecute all those involved,” Chakanyuka added.

BAZ urged the public to avoid purchasing or subscribing to illegal broadcasting services, noting that such actions indirectly support criminal activity and undermine the growth of a regulated broadcasting industry.

“We call upon consumers to play their part in protecting the broadcasting sector by using only licensed services. Compliance with the law safeguards consumers, broadcasters, and the national interest,” he said.

The Authority reaffirmed its commitment to maintaining a fair, lawful, and well-regulated broadcasting environment in Zimbabwe.
