Parliament commends ZINARA for transparency, timely disbursements

The Zimbabwe National Road Administration (ZINARA) has been commended by Parliament for its transparency and timely disbursement of funds to Road Authorities, following an appearance before the Parliamentary Portfolio Committee on Transport and Infrastructural Development.

ZINARA chief executive, Nkosinathi Ncube, accompanied by Xavier Chisoko, Finance Director in the Ministry of Transport and Infrastructural Development, briefed legislators on the authority’s 2025 funding allocations.

Ncube told the committee that ZINARA had disbursed more than ZWG 9 billion this year to Road Authorities across the country.

“We have prioritised the timely disbursement of funds to ensure that Road Authorities are able to plan and execute their projects without disruption,” he said. “Our quarterly publication of disbursement reports is part of our commitment to transparency, accountability and sound corporate governance.”

Members of Parliament expressed satisfaction with the authority’s reporting framework, describing it as a positive step towards strengthening public confidence in the management of road funds.

Chairperson of the committee said ZINARA’s approach was commendable.

“The quarterly publication of disbursement reports promotes transparency and allows Parliament and the public to track how resources are being allocated,” the chairperson said. “This is a good example of accountability in action.”

Chisoko said the ministry supported measures aimed at enhancing openness in the utilisation of public funds.

“Transparency is critical in ensuring that public resources are used efficiently and for their intended purpose,” he said. “Timely disbursement of funds also ensures that infrastructure projects are not stalled.”

However, the committee urged Road Authorities to match ZINARA’s standards by publicly disclosing how the funds are utilised.

“Just as ZINARA reports on funds disbursed, Road Authorities must also publish details of projects implemented using these allocations,” said the committee chairperson. “This will strengthen accountability and enhance public trust.”

Parliament emphasised that accountability should extend beyond disbursement to the effective implementation of projects on the ground.

The commendation underscores growing recognition of ZINARA’s financial management systems, while placing responsibility on Road Authorities to demonstrate prudent use of allocated resources in line with national development goals.
