Government has given beneficiaries of Urban State Land allocations a final three-month ultimatum to settle outstanding payments and fulfil all contractual obligations or risk having their land repossessed.
The ultimatum, was announced by Secretary for Local Government and Public Works Dr John Basera in a notice issued on July 21, 2026, saying the Ministry had noticed significant non-compliance among beneficiaries of Urban State Land allocations.
“A significant number of allottees have failed to pay the purchase price for allocated land and settle outstanding balances, pay any other statutory charges due to Government, surrender and transfer the requisite commonage stands and other land due to Government in accordance with the terms and conditions of their allocation, development permits, agreements or approvals and comply with other obligations stipulated in their allocation documents,” he said.
He stressed that the obligations attached to land allocations are legally binding and are fundamental to ensuring orderly urban development across the country.
“Failure to comply undermines orderly urban development, prejudices Government interests and delays the provision of public infrastructure, schools, health facilities, recreational amenities and other essential public services,” said Dr Basera.
Dr Basera warned that Government would institute legal and administrative measures against all defaulters who fail to comply within the stipulated period.
“At the expiry of the three-month compliance period, Government shall institute appropriate legal and administrative measures against all defaulters, including but not limited to cancellation of land allocations, repossession of the allocated land without further notice, subject to the applicable law, recovery of outstanding amounts due to Government and any other remedies available under the law,” he said.
Dr Basera concluded by reaffirming Government’s commitment to transparency, accountability and the efficient administration of Urban State Land in theHarare Provincial Chairperson, Godwills Masimirembwa commended President Mnangagwa’s leadership, saying the party remained committed to his vision of leaving no one and no place behind.
“We need President Mnangagwa to continue to guide the party and supervise Government to ensure that Vision 2030 is realised,” he said.
