The Qatari Ministry of Labour has announced that the Second Doha Dialogue on Labour Mobility, titled “From Commitment to Action: Advancing Fair and Sustainable Labour Mobility between Africa and the Gulf Cooperation Council (GCC)+ Countries”, will be held in Tanzania on October 5 and 6.
The initiative is part of Qatar’s efforts to promote international dialogue on labour mobility and develop frameworks for cooperation and partnership in this area.
In a statement, the ministry said the dialogue will bring together representatives from more than 33 countries, including GCC states as well as African and Arab countries, along with ministers of labour, representatives of the African Union Commission, the Executive Bureau of the GCC Council of Ministers of Labour and Social Affairs, international and regional organisations, experts, and academics.
The Doha Dialogue stems from an agreement between Qatar and the African Union and aims to establish common ground for dialogue and an effective consultative mechanism among GCC states, selected Arab countries, and African labour-sending countries.
The initiative seeks to facilitate the exchange of expertise and best practices, support regional cooperation, and foster partnerships to improve labour recruitment from African countries and promote fair inter-regional labour mobility through a permanent, shared, and non-binding platform led by states, with the participation of relevant organisations.
It also aims to strengthen human rights-based protection measures for African workers in GCC and Arab countries by ensuring safe and healthy working environments that comply with occupational health and safety standards at workplaces.
Qatar launched the inaugural Doha Dialogue on Labour Mobility in 2024. The initiative seeks to implement best practices that strengthen regional cooperation, enhance partnerships to improve the recruitment of workers from African countries, and promote fair inter-regional labour mobility.
