The Ministry of Mines and Mining Development is stepping up efforts to modernise the mining sector through the digitisation of the mining cadastral system, stronger mineral export controls and nationwide mineral exploration to improve transparency, attract investment and boost the sector’s contribution to economic growth.
Speaking during the 2027 Pre-Budget Seminar in Bulawayo, yesterday, Minister of Mines and Mining Development, Dr Polite Kambamura, said modernising mining administration was critical to addressing longstanding challenges, particularly mining disputes and inefficiencies in the allocation of mining rights.
“Modernising our mining cadastral system is a key priority as we seek to improve transparency, strengthen accountability and minimise disputes over mining claims.
A digital system will enable more efficient administration of mining rights while providing greater certainty to investors and other stakeholders,” said Dr Kambamura.
Dr Kambamura said effective monitoring mechanisms were necessary to promote transparency in mineral exports and strengthen accountability across the mining value chain.
“We must ensure that our mineral resources are properly accounted for, from extraction through to export. Strengthening export controls will improve oversight, enhance compliance and support efforts to ensure that the country receives maximum value from its mineral wealth,” he said.
The Minister said nationwide mineral exploration was another priority, as Government sought to expand geological knowledge, identify new mineral deposits and unlock opportunities for investment.
“A better understanding of the country’s mineral resource base would support informed investment decisions and facilitate the development of new mining projects,” he said.
Dr Kambamura called for increased budgetary support to enable the Ministry to accelerate the implementation of its priority programmes and modernisation initiatives.
“Adequate financial resources are essential for us to implement these projects effectively. Increased budgetary support will allow the Ministry to strengthen exploration activities, advance digital reforms and improve regulatory systems across the mining sector,” he said.
The initiatives are expected to strengthen the mining industry’s role in driving investment, employment creation and national economic development.
