Minister Soda hails new constitutional milestone

Minister of Information, Publicity and Broadcasting Services, Dr Zhemu Soda said that the signing of the Constitutional Amendment Bill No. 3 into law by President Emmerson Mnangagwa ushers in a new constitutional dispensation aimed at strengthening governance, improving policy continuity and reinforcing democratic participation.

In a press statement yesterday, Dr Soda, said the President’s assent to the Bill marked a significant milestone in Zimbabwe’s constitutional development following an extensive national consultation process.

The Constitutional Amendment Act Number 3 of 2026 is a milestone that ushers in a new constitutional dispensation for our beloved country, Zimbabwe.

“This achievement belongs not to any one individual, party or institution. It belongs to the people of this great nation whose voices shaped the destiny of our nation,” said Dr Soda.

He said the amendment followed one of the most comprehensive constitutional reform processes undertaken in the country, with Parliament receiving 540,037 written submissions and recording 67,688 submissions during public hearings held across the country.

“Of these, 537,102 written submissions supported the Bill while only 2,935 opposed it. At the public hearings, 67,302 citizens backed the Bill against 386 who stood against it.

“This was not merely a legislative exercise; it was a national conversation that reaffirmed the strength of our democracy,” Dr Soda said.

He thanked Zimbabweans who participated in the consultation process through written submissions, public hearings and electronic platforms, saying their contributions had shaped the country’s constitutional future.

Dr Soda also commended Parliament for executing its constitutional mandate diligently, noting that legislators debated and scrutinised the Bill before approving it with the constitutionally required two-thirds majority.

“In the National Assembly, 216 legislators voted in favour of the Bill against 42 who opposed it, comfortably surpassing the constitutional threshold. In the Senate, 75 senators supported the Bill while only four voted against.

“The voting demonstrated support beyond party lines, reflecting democracy in actionrobust, transparent and ultimately unifying,” he said.

The Minister said Constitutional Amendment Act No. 3 seeks to create a more coherent governance framework by addressing electoral cycles, strengthening national institutions and improving policy continuity.

“CAA3 is more than an amendment; it represents our collective resolve to build a stronger governance framework. The public consultations, parliamentary debates and committee scrutiny were thorough, inclusive and lawful.

“Let us now continue in unity and focus on building a prosperous, peaceful and united Zimbabwe. CAA3 is not an end; it is the foundation upon which we will build a brighter future for generations to come,” said Dr Zhemu.

The Constitutional Amendment Act No. 3 came into effect after President Mnangagwa assented to the Bill and it was subsequently gazetted into law.
