The European Bank for Reconstruction and Development (EBRD) is considering a EUR-24-million (USD 26.9m) financing package for Katiola Solar Power SA, which is developing a 50-MWp solar plant in the Hambol region of Cote d’Ivoire.
The package comprises a EUR-17.5-million project finance loan, a EUR-2.5-million loan for the associated transmission infrastructure, plus up to EUR 4 million of concessional financing. It will be provided alongside Proparco, the private-sector financing arm of the AFD Group, which is allocating parallel senior debt of up to EUR 24 million.
The project is led by Katiola Solar Power — a special purpose vehicle owned by Aeolus SAS, with a 51% stake, and French energy group EDF with 49%. Its overall cost stands at EUR 54 million.
The plant is expected to raise Cote d’Ivoire’s installed solar capacity by more than half and cut emissions by 32,772 tonnes of CO2 per year. It is described as one of the country’s first utility-scale solar projects. CI-Energies will buy the plant’s output under a long-term concession agreement with the state.
A final ruling on the financing transaction is expected by December 2, 2026, the EBRD notice shows.
