Zimbabwe, Jindal sign public-private deal to Revive Hwange Power Station

The Government of Zimbabwe has approved a major Public-Private Partnership (PPP) deal, between the Zimbabwe Power Company (ZPC) and Indian-based Jindal (Private) Limited, to rehabilitate and operate Units 1 to 6 of Hwange Power Station.

Speaking during a post-Cabinet briefing, yesterday, Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, announced that Cabinet had given the green light to the project, which will follow a Rehabilitate, Operate and Transfer (ROT) model.

“The Public-Private Partnership Project between ZPC and Jindal is aimed at reviving Hwange Power Station Units 1 to 6 and their auxiliaries. This initiative is expected to significantly increase the national electricity supply, reduce load shedding and ensure consistent power for both industries and households,” said Minister Muswere.

Hwange Power Station, Zimbabwe’s largest thermal power plant, has long suffered from aging infrastructure and frequent breakdowns, contributing to the country’s chronic electricity shortages. The revival of Units 1 to 6 is set to restore a substantial portion of the power station’s generation capacity, boosting national output.

The minister emphasized the broader economic implications of the deal, noting that reliable electricity will stimulate industrial productivity, enhance economic activity, and create employment opportunities across sectors.

“Reliable power will enable sustained production, boost industrial output, enhance economic activity and create jobs,” Muswere added.

Negotiations between the two parties are still underway to fine-tune the agreement and ensure that the project fully aligns with Zimbabwe’s national development priorities.

This PPP marks one of the most significant energy sector collaborations in recent years and reflects the Government’s commitment to leveraging private sector investment to modernize critical infrastructure and secure the country’s energy future.
