Gvt Urges Increased ICT Investment to Drive Inclusive Growth

Minister of Information Communication Technology, Postal and Courier Services, Tatenda A. Mavetera, has called for stronger financial commitment towards the ICT sector, emphasising its potential to accelerate Zimbabwe’s transformation into a knowledge-based economy.

Speaking during the 2026 National Pre-Budget Seminar yesterday, Minister Mavetera welcomed the inclusion of the ICT sector as a national priority in the 2026 Budget Strategy Paper, saying this recognition underscores Government’s appreciation of technology as a key driver of sustainable development.

“I am encouraged to see the ICT sector being prioritised in the 2026 Budget Strategy Paper,” said Minister Mavetera.

“This is a clear acknowledgment of the role digital technologies play in driving inclusive growth, job creation, and national productivity. However, it is equally important that this strategic focus be reflected in the final budget allocations,” Minister Mavetera noted

She said the country’s economic vision hinges on effective digital transformation, and that investment in ICT infrastructure and innovation would yield far-reaching social and economic benefits.

“Our transition to a knowledge-based economy requires deliberate and consistent investment in ICT. This is not just about connectivity it is about creating smart systems across agriculture, health, education, governance, and industry,” the Minister said.

Referencing the Smart Zimbabwe 2030 Master Plan, Minister Mavetera explained that digitalisation forms the backbone of the country’s broader national development strategy.

“The Smart Zimbabwe 2030 Master Plan provides a comprehensive framework for integrating ICT into all sectors.

It envisions a Zimbabwe where technology enhances service delivery, supports innovation, and empowers citizens to actively participate in the digital economy,” she added.

The Minister further noted that a well-funded ICT sector would help bridge the urban-rural digital divide, empower young innovators, and strengthen national competitiveness.

“Increased investment in ICT will not only improve connectivity but also stimulate entrepreneurship and job creation among our youth, while ensuring that no community is left behind,” she added.

Minister Mavetera’s remarks come at a time when Zimbabwe is accelerating efforts to modernise its public services and build resilience through technology-driven solutions.

Her call for enhanced budgetary support aligns with Government’s vision of achieving a digitally empowered, innovation-led economy by 2030 under the National Development Strategy 1 (NDS1).

She concluded by urging stakeholders to “treat ICT not as a cost, but as an enabler of national transformation.”
