Analysts back Parliament’s conduct on Constitutional Amendment No. 3 Bill

Political analysts have endorsed the parliamentary processes surrounding the Constitutional Amendment Number 3 Bill, noting that nationwide consultations have followed established legislative procedures as the Bill moves toward its next stage.

Parliament is expected to close the window for written submissions on May 18, after which the Bill will advance to the committee stage within two weeks.

The proposed amendments focus on key constitutional provisions, including Sections 92, 95, 143 and 158, which outline the timing and conduct of national elections in Zimbabwe.

A central proposal seeks to extend the electoral cycle for the President, Parliament and local authorities from five to seven years, a reform welcomed by political scientist Lawrence Mhandara.

Another major amendment introduces a parliamentary process for electing the President. Political analyst Matthew Mare says this aligns Zimbabwe with practices used in other democracies, including South Africa.

The Bill also proposes granting the President authority to appoint 10 senators to strengthen expertise in the Upper House, alongside establishing a Zimbabwe Delimitation Commission to enhance clarity and consistency in electoral boundaries.

Once the submission period closes, Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi is expected to table the Bill for its First Reading, after which parliamentary committees will begin consolidating public input.

Analysts say the structured and transparent approach taken so far reflects a methodical legislative process, with the upcoming stages expected to shape the final framework of Zimbabwe’s proposed constitutional reforms.
