Zimbabwe has been recognised as one of Africa’s leading countries in budget transparency after recording a strong performance in the 2025 Open Budget Survey.
The country scored 62 out of 100 in the latest survey, ranking third in Sub-Saharan Africa and second within the Southern African Development Community (SADC), significantly outperforming the regional average of 38 points and the global benchmark for public access to budget information.
In a statement, recently, the Minister of Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube said the achievement reflected Government’s ongoing efforts to promote openness, accountability and inclusive participation in the management of public resources.
“Zimbabwe’s performance in the 2025 Open Budget Survey demonstrates the progress we are making in enhancing transparency and accountability in public finance management,” Prof. Ncube said.
“Government remains committed to strengthening transparency, expanding citizen-friendly budget information, and deepening public participation and oversight throughout the budget cycle.
“Access to clear and simplified budget information was critical in empowering citizens, Parliament and other stakeholders to effectively participate in national development processes and hold institutions accountable,” he added
He advised that improving budget transparency was aligned with Government’s broader economic governance reforms that are aimed at building confidence among citizens, investors and development partners.
“Transparency in the budget process is fundamental to building trust and ensuring that public resources are directed towards programmes that support economic development and improve the livelihoods of our people,” Prof. Ncube said.
Prof. Ncube said continued reforms would focus on expanding engagement with citizens and strengthening oversight throughout the budget cycle.
“Effective public participation and oversight are key pillars of sound public financial management. We will continue working to ensure that budget processes are more inclusive, transparent and responsive to the needs of Zimbabweans,” he said.
The latest recognition places Zimbabwe among countries making notable strides in strengthening public finance accountability, as Government continues pursuing reforms aimed at improving economic governance and sustainable development.
The Open Budget Survey, conducted globally, assesses how governments provide budget information to citizens, the strength of oversight institutions and opportunities for public participation in budget processes.
