New court to improve access to justice

The construction of a new court in Cowdray Park, Bulawayo, is expected to improve access to justice for residents as Government continues to expand essential public services in the rapidly growing suburb.

In his remarks yesterday, during a fact-finding tour of developmental projects in Cowdray Park, Minister of Finance, Investment Promotion and Economic Development Professor Mthuli Ncube said he was impressed by the progress being made on the project, describing the facility as critical infrastructure that would bring judicial services closer to residents.

“As part of our fact-finding tour of developmental projects in Cowdray Park, I had the great honour of visiting the construction site of the new Court. I was impressed by the progress made so far,” he said.

Prof Ncube said the project would play a key role in improving access to justice, particularly for residents of the densely populated suburb who currently must travel to other parts of the city to access judicial services.

“This critical infrastructure will improve access to justice and ensure that essential services are brought closer to the people,” he said.

The Minister said the development was particularly significant given the size of Cowdray Park, which has grown into one of Bulawayo’s major residential areas.

“With Cowdray Park accounting for 10% of Bulawayo’s population, this development is highly welcome,” Prof Ncube said.

Prof Ncube said the development reflected the Government’s commitment to taking essential services directly to communities, particularly in rapidly expanding urban settlements.

“The Second Republic, under the able leadership of H.E. President Dr. E.D. Mnangagwa, remains committed to taking services to the people,” he said.

The Cowdray Park Magistrates Court is expected to ease pressure on existing courts in Bulawayo while reducing the distance residents travel to access justice. The Judicial Service Commission issued a tender in 2025 for construction of the facility, with the project planned as a one-year development.⁠
