Mashonaland East backs constitutional amendment bill No. 3

Mashonaland East Province has expressed strong confidence that the adoption of Constitutional Amendment Bill No. 3 (CAB3) will accelerate Zimbabwe’s national development trajectory towards Vision 2030.

This follows a ZANU‑PF inter-district solidarity meeting held in Seke District yesterday, where party members and residents reflected on the overwhelming support the Bill received during recent parliamentary public hearings.

Local leaders say ongoing development in the district has strengthened community backing for the amendment.

Seke Legislator Munyaradzi Kashambe said infrastructure improvements have inspired confidence in extending the term of the incumbent leadership.
“In the last two weeks, a huge bridge was officially opened in our area. Road rehabilitation projects are also underway, and these are some of the reasons people believe in supporting President Dr Mnangagwa’s term extension,” he said.

Women’s Quota Legislator Tabeth Murwira said residents participated freely during the hearings.
“We are happy that the people supported Amendment No. 3 freely. Everyone was given a chance to contribute, and there was overwhelming support. We fully stand behind the Bill,” she said.

Mashonaland East Minister of State for Provincial Affairs and Devolution Adv. Itayi Ndudzo said the province’s lawmakers are united behind CAB3.
“Here in Mashonaland East we have 36 legislators, including senators, and they all support Bill No. 3 in totality. The Bill has already succeeded — it’s a delayed match,” he said.

Provincial Chairperson Cde Daniel Garwe applauded Seke residents for their strong turnout and backing during the consultations.
“We thank the people of Seke for overwhelmingly supporting CAB3. With 12 days left in the consultation process, we must push to the finish line. Supporting this amendment aligns with economic empowerment under the Fourth Revolution and Vision 2030,” he said.
He highlighted youth-focused programmes in Seke, including the Dunottar housing project, which aims to provide affordable stands for young people and local residents.

Parliament is still accepting written submissions on Constitutional Amendment Bill No. 3 via email, after which the Bill is expected to be tabled in the Parliament of Zimbabwe for debate once consultations close on May 18.
