Zim unveils digital system to track foreign commitments

The Ministry of Foreign Affairs and International Trade has unveiled a Digital Decision Monitoring and Management System designed to track the implementation of the country’s international commitments and improve accountability across Government ministries, departments and agencies.

The system was officially launched in Harare yesterday by Permanent Secretary for Foreign Affairs and International Trade, Ambassador Albert Ranganai Chimbindi, during a workshop on technical assistance facilitated by officials from the Southern African Development Community (SADC) Secretariat.

Ambassador Chimbindi said the digital platform will fundamentally change how Government tracks implementation of its commitments across ministries.

“The workshop will assist Government to account for decisions taken. It will clearly show what each ministry, department and agency was doing to execute the decision Government committed to, through a National Tracking System.”

He said the system would ensure that no commitment made by Zimbabwe at international level is left without a clear implementation trail.

“At the end of the workshop, the ministry should be able to develop a system with the ability to harmonise reporting on Government commitments by all Ministries, Departments and Agencies on issues of Foreign Policy and international cooperation,” he said.

Ambassador Chimbindi stressed that the reform was not only administrative but also strategic, aimed at strengthening governance outcomes.

“The system will serve as an information repository for Government. It will allow the ministry to coordinate practical and sustainable monitoring of international obligations.

Improved coordination will enhance national performance in diplomatic engagements and ensure better delivery on signed agreements,” he added.

The Permanent Secretary said the system will also address long-standing challenges related to fragmented reporting and weak coordination among Government institutions.

“It also ensures strengthened accountability, improved coordination and timely and accurate information to support evidence-based decision making,” he noted.

Zimbabwe continues to engage in multiple bilateral and multilateral agreements through regional platforms and development partnerships.

Effective monitoring of these commitments has been identified as a key factor in improving implementation rates and strengthening international cooperation outcomes.
