ZESA–China deal to position Zimbabwe as regional power equipment hub

An envisioned partnership between ZESA Enterprises and Shanghai Jingdao Electric Company is set to transform Zimbabwe’s power equipment manufacturing sector, positioning the country as a key regional supplier of switchgears, smart meters and electric vehicle chargers.

Speaking during the final Post-Cabinet media briefing for 2025 in Harare on Tuesday, Minister of Information, Publicity and Broadcasting Services, Dr Jenfan Muswere, said Cabinet had approved a proposed public-private partnership (PPP) between ZESA Enterprises and the Chinese firm.

“Cabinet considered and approved the PPP for the establishment of a manufacturing and assembly plant for the manufacture of switchgears, smart meters and electric vehicle chargers,” said Dr Muswere.

He said the project responds to the growing demand for modern power infrastructure as the national electricity grid continues to expand and outdated equipment is phased out.

“The country faces a growing need for modern switchgears as the national grid is expanding, while old equipment is being phased out. This partnership will position Zimbabwe as a switchgear supplier in the SADC region,” he said.

Dr Muswere added that the production of smart meters will enhance operational efficiency at the Zimbabwe Electricity Transmission and Distribution Company (ZETDC).

“The availability of smart meters will enhance ZETDC’s efficiency in accurate billing, thereby boosting revenue collection,” he said.

He noted that the manufacture of electric vehicle chargers aligns Zimbabwe with global trends in clean energy and sustainable mobility.

“The production of electric vehicle chargers is in line with global mobility trends and the transition towards cleaner energy solutions,” Dr Muswere said.

According to the Minister, the project will deliver multiple economic benefits for the country.

“The establishment of this project will benefit Zimbabwe through import substitution, foreign currency savings, job creation, technology transfer, improved energy supply, improved revenues for ZETDC and strengthened stimulus to downstream sectors,” he said.

Meanwhile, Dr Muswere said Cabinet also deliberated on the 2025/26 summer cropping season, with positive progress recorded in the planting of maize, sorghum and pearl millet.

Reflecting on developments during the year, he said 2025 had been a successful year in advancing Government’s inclusive development agenda.

“From chairing SADC and successfully handing over the reins to Madagascar, to chairing COP15 on wetlands, continued industrial revitalisation, the Warriors’ qualification for the AFCON finals in Morocco, and being recognised by Forbes magazine as the number one place to visit, 2025 has been a year of significant national achievement,” Dr Muswere said.

He said the milestones demonstrate Government’s commitment to sustainable growth and inclusive national development.
