The Zimbabwe Revenue Authority (ZIMRA) says its partnership with the African Tax Administration Forum (ATAF) is delivering tangible results in strengthening domestic revenue mobilisation and institutional capacity.
Through a series of technical support programmes, ZIMRA has been refining its taxation systems in line with international best practices, with a focus on improving compliance, closing information gaps and enhancing collaboration with key stakeholders.
Speaking ahead of the ATAF Country Correspondent Conference scheduled for February 18 to 20, 2026, ZIMRA’s ATAF Country Correspondent, Inzwirashe Chenai Muwonwa, outlined the progress made under the partnership.
“With ATAF’s technical support, ZIMRA conducted a high-net-worth individual study, which directly informed the establishment of a dedicated unit in our 2026–2030 strategic plan,” she said.
Muwonwa noted that the initiative strengthened the authority’s ability to assess compliance risks and improved cooperation with financial institutions, company registries and the central bank.
“The process sharpened our understanding of compliance risks and information gaps, while improving collaboration with key stakeholders,” she said.
She added that the benefits of the programme are extending beyond the taxation of high-net-worth individuals.
“Importantly, the skills gained through this process are already being applied beyond high-net-worth taxation, including in our work on the taxation of micro, small and medium enterprises,” Muwonwa said.
Country correspondents serve as a bridge between ATAF and its member administrations, ensuring that technical cooperation initiatives are effectively implemented at national level.
Muwonwa said the role helps translate continental collaboration into measurable, day-to-day institutional improvements within ZIMRA.
“In this role, I coordinate collaboration between ZIMRA and ATAF, ensuring that technical support is aligned with our priority reform areas and effectively implemented across the organisation,” she said.
ZIMRA said the strengthened partnership is expected to further enhance domestic resource mobilisation efforts as Zimbabwe continues to pursue sustainable economic growth and fiscal stability.
