Government has recorded a 78 percent success rate in resolving public complaints against security services, with the Zimbabwe Independent Complaints Commission (ZICC) settling 36 of the 48 cases it received in 2025, reflecting progress in strengthening institutional accountability and public confidence.
According to the Commission’s 2025 Annual Report, the resolution of 36 complaints represents a significant proportion of cases handled during the year, underscoring the role of independent oversight in addressing public concerns and reinforcing accountability.
Justice, Legal and Parliamentary Affairs said Government remained committed to enhancing the Commission’s capacity to ensure security institutions remained accountable while protecting the rights of both citizens and officers.
“An independent complaints mechanism protects the public from misconduct, protects the conscientious officer from unfounded allegations, and protects the good name of the institution. A service that is seen to answer for its conduct is a service the public trusts,” said Justice, Legal and Parliamentary Affairs deputy minister, Nobert Tichaona Mazungunye.
The achievement highlights Government’s efforts to improve oversight mechanisms, ensure citizens have access to independent channels for reporting grievances and promote professional conduct within the country’s security institutions.
ZICC Chairperson, Retired Justice Webster Chinamora said accountability should be viewed as an important instrument for strengthening national institutions and safeguarding constitutional rights.
“Our task is not to weaken institutions but to strengthen them through accountability; not to diminish national security, but to ensure it is pursued within the Constitution,” he said.
The Commission’s performance supports Government’s broader governance reform agenda under the National Development Strategy 2 (NDS2), which prioritises justice, institutional effectiveness and accountability as key pillars towards achieving Vision 2030.
Through the independent complaints’ mechanism, Government continues to strengthen avenues for citizens to seek redress while promoting transparency, constitutionalism and public trust in security institutions.
