City of Harare proposes sharp increases in cemetery fees

The City of Harare has proposed an increase in cemetery and burial fees for 2026, with adult burials at Warren Hills Cemetery set to rise from US$275 to US$400, according to proposed tariffs on public deposit.

Under the proposal, fees for non-residents and non-Zimbabweans will also rise sharply, with non-resident adult burials increasing from US$300 to US$450, and non-Zimbabwean burials moving from US$395 to US$590.

Exhumations will now cost US$525, up from US$350.

Other cemeteries such as Granville, Mabvuku and Greendale have similar adjustments.

For instance, an adult burial at Granville A Cemetery will increase from US$225 to US$330, while Mabvuku’s adult normal burial will move from US$150 to US$225.

Memorial erection fees will also go up from US$100 to US$150 across all cemeteries.

The proposed fees, which take effect from January 1 2026, if approved, are currently open for public inspection and objection until December 1 2025, in line with Section 219 of the Urban Councils Act (Chapter 29:15).
