Parliament consults Masvingo on telecomms Reform Bill

Parliament of Zimbabwe has intensified public consultations on the Postal and Telecommunications Amendment Bill (H.B. 10, 2025), holding hearings in Masvingo to gather citizens’ views, contributions and concerns on proposed reforms aimed at modernising the country’s communications sector.

According to the Parliament of Zimbabwe yesterday, the engagements provide a critical platform for communities to directly influence the shaping of laws that govern the rapidly evolving communications industry.

“Parliament of Zimbabwe is committed to ensuring that all citizens are given an opportunity to contribute meaningfully to the legislative process.

 The public hearings on the Postal and Telecommunications Amendment Bill are designed to capture the voices of stakeholders from all corners of the country,” said Parliament.

The Bill seeks to modernise the regulatory environment governing postal and telecommunications services, with a strong emphasis on improving efficiency, strengthening oversight mechanisms and promoting innovation within the sector.

“Through this Bill, Parliament seeks to enhance regulatory efficiency in the postal and telecommunications sector while ensuring that Zimbabwe remains responsive to technological advancement and emerging global standards,” said Parliament of Zimbabwe.

Residents in Masvingo raised issues relating to service delivery, network coverage, affordability of communication services and the need for improved infrastructure in rural and underserved communities. Parliament indicated that such contributions are central to refining the proposed legislation.

“Public input is not a formality but a cornerstone of democratic law-making. The concerns and proposals raised by citizens will be carefully considered in shaping a law that is responsive, inclusive and forward-looking,” said Parliament.

The parliamentary outreach also emphasised the importance of aligning Zimbabwe’s communications laws with international best practices to attract investment, support digital transformation and ensure fair competition within the sector.

“Zimbabwe’s communications framework must evolve in line with global technological trends. This Bill is part of a broader effort to promote innovation, strengthen regulation and ensure that the sector supports national development goals,” Parliament added.

The Postal and Telecommunications Amendment Bill is expected to undergo further stages of consultation and parliamentary debate before final approval, with lawmakers stressing that stakeholder engagement will remain central throughout the legislative process.
